past: the application, which is focused on the business tasks, is developed and maintained by the same team (ownership model)

SOA: agnostic services do not belong to any business process and are repeatedly used by other solutions, processes and compositions, so the ownership model isn’t working any more; a new governance model is needed, which is very challenging for the participants (especially the IT department), therefore new roles, processes, departments have to be introduced

The burden of governing services is a primary consideration.
