Up-front analysis: This analysis results in a service inventory blueprint with service candidates (top-down approach). The initial analysis increases delivery cost, effort and time (trade-off), but the service design will be highly normalized, standardized and aligned. The governance is reduced, because services are modeled as part of an inventory.
Less Up-front analysis: Here no service inventory blueprint (bottom-up approach) is created. There is less impact in the analysis phase, but it results in a burden in the governance phase.
The governance burden has to be taken into account when deciding on a delivery approach.
