Define the difference between strategic and tactical.
Strategic means, that something is for a long-term, whereas tactical is focused on a short-term. An important characteristic of SOA is the strategic nature, especially of its mentioned goals, which gives an IT enterprise a long-term benefit (can repeatedly leveraged). Traditional silo-based application development has a more tactical nature.
